Contact Preference Register
The Contact Preference Register (CPR) is a register that allows people affected by adoption to express their preferences for contact with birth family members. It enables individuals to state who they are willing to have contact with, share information with, or have no contact with at all.
Please note this is a free service to members of the public, resident in Ireland or anywhere else in the world.
There is no need to use a solicitor or other legal professional to apply for any services under the Birth Information and Tracing Act 2022.
About the CPR
Functions of the CPR
The Contact Preference Register is where people who have been affected by adoption can register their contact preferences and share information. The CPR also facilitates contact between people who have been matched. There are more details on the matching process below.
The register is also a way to lodge an item. Applicants can lodge an item, like a letter or photograph, for a specified person. See section below on Lodging Items.
Joining the CPR does not result in the release of birth and early life information, and if an adoptee wishes to obtain information relating to their adoption, they need to complete a birth information request.
Make a birth information request
Joining the CPR does not result in a trace. Tusla - The Child and Family Agency manage all trace requests, and you can apply to Tusla for a trace. However, joining the CPR can help expedite a trace if a match is created on the CPR.
Who can apply?
Eligible individuals, including adopted people, people who were fostered, birth family members, and those subject to illegal birth registrations, can apply to the Contact Preference Register. You can choose an application form below.
Contact preferences
You can state:
- Who you want to have contact with or share information with
- What type of contact you would like (e.g., direct contact, or no direct contact but willing to share information)
- A preference for no contact at all

Information sharing and lodging items
You can share information and/or lodge items, like a letter or photograph, for a specific person. These items will be given to that person if they are also on the register and agree to accept the items or if the intended recipient is an adoptee and they apply to the Adoption Authority under the Birth Information & Tracing Act 2022 requesting provided items.
If you have a digital copy of the item you would like to lodge, it can be attached to the CPR application form.
Alternatively, you can package it securely and label it clearly, state why you are mailing the item and identify who it is intended for and post it to the following address:

Matching
The register is checked for matches, and if a match is found, both parties are contacted by the Adoption Authority of Ireland (AAI) to inform them of the match.
If a possible match is found on the CPR, you will be contacted by a member of the Authority’s Social Work Team who will advise you of the next steps. This will depend on the contact preferences you and the person you are matched with have chosen and may include the following:
- The sharing, or requesting of information
- The opportunity of contacting the applicant with whom you are matched
- The opportunity to use the Adoption Authority’s mediation service
- Access to any specific items that may have been lodged.
If no match is found on the CPR, you will not be contacted because the person you are seeking is not currently on the register. If they join in the future, a match will be made and, depending on contact preferences, you will be contacted. In the meantime, you can submit a tracing application to Tusla.
The AAI facilitates the contact, including offering mediation services.

Changing your contact details/preferences
If you want to change your contact details or your contact preferences you can complete a new application form or you can send the details of your changes to records@aai.gov.ie. If you know your unique number quote it and send a copy of your in-date, valid ID. Alternatively, supply us with your ID and we will locate your original application and update it accordingly.
Step-by-step guide to making a Contact Preference Register application

1 Gather photo ID
Your photo identification (ID) will be checked to verify your identity.
It must be a valid form of ID and in date.
The following forms of photographic ID are accepted:
- Passport
- Public Services Card
- Garda Age Card
- Driving licence (including provisional)
Copies of these identity documents do not need to be certified.
Once your ID is verified, it will be deleted and will not be retained by the Adoption Authority.

2 Prepare a letter of consent (if applicable)
If somebody is assisting you in making the application, there is a requirement for you to attach a signed and dated letter of consent naming and giving the person who is assisting you permission to act on your behalf.
A copy of valid and in-date photographic ID for the person assisting with the application will also need to be attached to the application.

3 Submit relevant online application form
Select the relevant online application form - see below for details.
When completing the application form, please provide as much information as possible. The more information you provide, the greater the chances of the Authority locating a relevant adoption file and identifying any possible match that may be on the register
Remember to attach:
- a copy of valid and in date photographic ID; and
- if applicable, any other supporting documents required.
Finally, please digitally sign and date the application.

4 Application is processed
All valid applications will be processed within seven working days of receipt.
Please note that if there are discrepancies with the submitted application, such as invalid ID, you will be contacted to request that you address any errors.
In some cases, you may be contacted by us looking for additional information to assist us in processing the application.
When your application has been processed and all relevant details have been added to the register, you will be sent a confirmation letter or email to let you know that your details have been added to the CPR. The confirmation letter will include a unique reference number. You can use this number if in the future, you contact the Authority regarding your CPR application, such as updating your contact details
If you have requested that the Adoption Authority does not contact you, you will not receive a written confirmation
If there is a match, you will be contacted by a Social Worker from the Adoption Authority in due course. See "Matching" (in the section above About CPR) for more detail.

Postal applications
If it is easier for you to complete a hardcopy form, you can contact the Adoption Authority at 01 2309 300 (option 1) to ask a for a copy of the appropriate Contact Preference Register Form to be posted out to you.
