The Protected Disclosures Act became operational in 2014 and was amended in 2025. It is intended to provide a robust statutory framework within which workers can raise concerns regarding potential wrongdoing that has come to their attention in the workplace. 

Workers can do so in the knowledge that they can avail of significant employment and other protections if they are penalised by their employer or suffer any detriment for doing so.

Under the legislation the Adoption Authority of Ireland is required to put in place

  1. A policy for ‘workers’ who come under the direct remit of the Authority
  2. An external protected disclosure policy for workers/employers of other organisations in respect of matters that come within the remit of the Adoption Act.
